			<content:encoded><![CDATA[<p>Gambling revenues in Macau posted a 52.4 percent increase in June from a year earlier, according to government statistics released Friday. The month-over-month revenue increase continues to be driven by the large gambling appetite of visitors from mainland China.</p>
<p>Macau gaming revenues last month were 20.79 billion patacas, or $2.59 billion, up from 13.64 billion patacas, or $1.69 billion, a year earlier, according to figures compiled by Macau&#8217;s Gaming Inspection and Coordination Bureau.</p>
<p>The year-on-year growth rate in June was the highest so far this year, but the total revenue recorded fell short of the all-time high of 24.31 billion patacas, or $3 billion, reported for May.</p>
<p>Macau casinos, including properties operated by Las Vegas Sands Corp., Wynn Resorts Ltd. and MGM Resorts International, were bolstered in May by the holiday season and the strong opening of Galaxy Entertainment Group Ltd.&#8217;s new resort.</p>
<p>In the January-June period, Macau&#8217;s gambling revenue rose 44.6 percent to about $15.6 billion, from a year earlier, following a 58 percent surge to $23.4 billion for the whole of 2010.</p>
<p>Most analysts remain bullish on Macau casino operators. The Chinese territory, about an hour from Hong Kong by ferry, has overtaken Las Vegas as the world&#8217;s largest gambling market.</p>
<p>Those who analyze the glitzy enclave predict revenues for all of 2011 will grow by as much as 45 percent.</p>
<p>&#8220;We believe that casino revenues will continue to be strong in 2011 despite challenging comparisons, and should likely continue to benefit from the recent introduction of new supply to the market,&#8221; said David Katz, an analyst with Jefferies &#038; Co. Inc.</p>
<p>Katz said his forecasting approach has been more conservative given the concerns over the tempering of the Chinese economy, the new entrants into the market, and the challenging comparisons.</p>
<p>&#8220;Nonetheless, the market continues to defy these dynamics,&#8221; he said.</p>
<p>Macquarie Capital Securities Limited analyst Gary Pinge&#8217;s outlook was a bit more cautious.</p>
<p>&#8220;We think the jury is still out on whether China&#8217;s monetary tightening is having an impact on junket liquidity and hence, Macau&#8217;s gaming market,&#8221; Pinge said.</p>
<p>He said the theme for Macau remains relatively simple for the next year as market share continues to shift away toward Cotai as more amenities are added there.</p>

			<content:encoded><![CDATA[<p>The latest attempt to introduce land casino gambling to Massachusetts - a law that includes bans on Internet gambling - has been approved by the House Joint Committee on Economic Development and Emerging Technologies in a 12 in favor, two opposed, and five abstentions vote, and now progresses to the House Ways and Means Committee, on its way to the House floor for debate next week. </p>
<p>Launched by House Speaker Robert A. DeLeo, the bill is the latest attempt to introduce land casino gambling to the New England state in a political back-and-forth that has been ongoing for over 2 years. </p>
<p>The DeLeo bill carries within it a proposed legal ban on the offering of Internet gambling in the state, reports the Boston Globe this week. Section 36 (v) of the 172-page bill appears to explicitly criminalise all forms of Internet gambling, including online poker.</p>
<p>If passed, the bill will see state licenses issued for two resort-style casinos in Massachusetts and 750 slot machines at the states four struggling racetracks. The justification for this is increased tax revenues and improved employment opportunities for the state.</p>
<p>House chairman, Democrat Representative Brian S. Dempsey, was involved in assisting DeLeo to draft the bill.</p>

			<content:encoded><![CDATA[<p>Online gambling was on South African television screens Thursday evening, and not in a good way.</p>
<p>The consumer investigation division of the documentary program Carte Blanche carried out some impressive sleuthing into the companies and men behind African Palace online casino, focusing on an only partially paid multi million rand winner whose trials and tribulations with the online casino have been previously documented.</p>
<p>South African player Marie Van Wyk appeared on the program, detailing her protracted and ongoing instalment payment hassles with Durban-based people behind the scenes at African Palace.com, which was reported as being licensed in the Netherlands Antilles, with gambling servers in the United Kingdom.</p>
<p>Van Wyk detailed her Rands 8.5 million win at African Palace, but said alarm bells started ringing when the online casino asked her to open a foreign bank account in Cyprus and not to disclose to her South African bank that the incoming money was the proceeds of gambling.</p>
<p>She had not realised that online gambling in the country was illegal, she said.</p>
<p>The big winner described how the first two instalments of her huge and much publicised win arrived on time, but the third and fourth were late and required active chasing, and the fifth - over a million rands - was queried by the South African Reserve Bank.</p>
<p>Eventually, one Denver Chetty, alleged to be an executive at the casino, told her: &#8216;Listen, I don&#8217;t like your attitude. You&#8217;re not going to get a cent of your money anymore. And you can go to the papers, and you can go to your lawyers because we&#8217;re an overseas company and they can&#8217;t do anything to us.&#8221;</p>
<p>It seems that Ms. Van Wyk did exactly that. </p>
<p>The evasive manner in which Carte Blanche journalist Devi Sankaree Govender was treated by the casino when she tried to get Chetty&#8217;s side of the story did little for the credibility or image of African Palace management. </p>
<p>Exacerbating the issue was a 3 hour confrontation between the journalist visiting a Durban office building and aggressive and bullying security guards who seized, and damaged, an expensive camera. Police were called and a security guard arrested and removed on charges of assault, theft and malicious damage to property.</p>
<p>Govender also interviewed Thebi Moja - acting CEO: National Gambling Board, who was adamant that online gambling remained illegal in South Africa despite the high profile advertisements for African Palace and other Internet gambling firms that regularly flight on television in the country.</p>
<p>Moja told Carte Blanche that no South African is allowed to gamble online and no company may offer these facilities to South Africans. She emphasised that no companies should entice by advertising that they can offer this type of activity to the South African market.</p>
<p>She could not satisfactorily explain and seemed evasive on why no action had been taken against companies advertising online gambling in the country for years, and - rather strangely - she did not discuss the extensive research into online gambling regulation, and the much delayed legislative moves in that direction by the SA government.</p>
<p>Wayne Lurie, a local lawyer specialising in Internet gambling told Carte Blanche: &#8220;We now sit in 2009 going into 2010 and still don&#8217;t have that legislation.</p>
<p>&#8220;What we do have is a purported prohibition on making available or engaging in interactive gambling, which I believe is insufficient in respect of the penalty that is carries. Bearing in mind an offence in terms of the act or an alleged offence in terms of the act would lead to 10 years in prison or a R10-million fine.&#8221;</p>
<p>He concluded that at the moment online gambling in South Africa is a very grey area. Lurie went on to discuss the legal technicalities of where gambling takes place and the location of servers, using the long-running Piggs Peak vs. Gauteng Gambling Board legal dispute still rumbling through the High Court as an example.</p>
<p>First Grand Gaming, said to be the company behind African Palace declined to give an interview but answered written questions through a Cape Town-based lawyer.</p>
<p>He claimed that First Grand is registered in the Netherlands Antilles, and holds the online casino&#8217;s interactive gambling license; that the casino&#8217;s website and its gaming servers - upon which the gambling takes place - are also situated on the Caribbean island. And that the web servers from which punters download the interactive games are hosted in the United Kingdom. </p>
<p>First Grand Gaming denied it has any South African shareholding or that it has offices in South Africa.</p>
<p>However, Carte Blanche traced financial transactions to a bank in Durban, where a company titled TBFD Media - whose only director is Denver Chetty - had an account. First Grand&#8217;s lawyer said that this company is a mere marketing firm, but when phoned the African Palace Casino title was used. </p>
<p>This was confirmed by a security guard when the investigating team visited the building in Durban occupied by TBFD, and where the confrontation between Carte Blanche and the security official took place.</p>
<p>Subsequent attempts to speak to Chetty were met with an answering service, but were immediately responded to by the Cape Town lawyer for First Grand, who insisted that all contact would be through himself.</p>
<p>The Carte Blanche program ended with the question, &#8220;How do the millions of rands that punters deposit into TBFD Media&#8217;s bank account in Durban bypass foreign exchange control regulations if the business is based outside South Africa?</p>
<p>&#8220;And why did Marie van Wyk&#8217;s winnings have to be paid from a Cypriot bank account instead of the local Durban-based one if indeed online gambling through African Palace Casino is legal?&#8221;</p>

			<content:encoded><![CDATA[<p>The brazen band of burglars smashed stolen cars into storefronts, hauled away video poker machines, safes and ATMs, stripped them of cash and dumped them in the Allegheny River, police said, pulling off more than two dozen heists in four years.</p>

<p>After a grand jury investigation, the Allegheny County district attorney narrowed in on the group of three men and two women. A joint police task force used a tracking device to follow Timothy Sunday, who authorities said was the mastermind of the group, from one crime scene to the next.</p>
<p>Undercover officers staked out several of the burglaries as they happened. Police ultimately used divers to recover a cluster of stolen video poker machines, safes and ATMs that were dumped in the Allegheny River from the 62nd Street Bridge after the burglars emptied them of cash.</p>
<p>District Attorney Stephen A. Zappala Jr. said yesterday, &#8220;We don&#8217;t have a lot of these type of burglaries. The guys who are career guys. They try to leave as little mark as possible.&#8221;</p>
<p>Mr. Sunday, 47, of Etna, was already being held in the Allegheny County Jail on a federal detainer.</p>
<p>He is charged with 25 burglaries, 13 theft counts and 25 counts of criminal conspiracy in break-ins at establishments that include pubs, hotels, corner markets, two American Legion halls, a pizza parlor, a bowling alley, a gasoline station and three private residences known to have safes. The crime spree includes burglaries in Allegheny, Butler and Westmoreland counties.</p>
<p>The lesser players, according to Mr. Zappala, include Mr. Sunday&#8217;s girlfriend Stacey Hanus, 45, of Etna, and Mr. Sunday&#8217;s younger brother, Michael Sunday, 45, of Shaler, both of whom were arrested Tuesday. Two others are James Marvin &#8220;Sonny&#8221; Watson, 67, who was still at large and police believe is in the Charleston, W.Va., area, and Margaret &#8220;Peggy&#8221; Reynolds, 45, who also was at large.</p>
<p>The investigation began when police noticed a string of burglaries in the North Hills beginning in September 2007 that shared the same odd elements.</p>
<p>The burglars painted their faces with black paint, wore masks and gloves and carried crowbars. They used heavy chains to haul machines to a waiting vehicle. Police believed the perpetrators would case the locations, which were mostly isolated, and bust down the door, sometimes by slamming a stolen car into it to create an opening large enough to remove a safe or other machine containing cash.</p>
<p>According to the grand jury findings, Timothy Sunday was known to police in Shaler and surrounding jurisdictions as &#8220;a career criminal who specializes in burglaries.&#8221; He had been released from the State Correctional Institution Fayette a few months prior to the crime spree and the crimes matched his usual methods.</p>
<p>A detective from the district attorney&#8217;s office headed a task force that included state police and officers from Pittsburgh, Shaler, Indiana Township, West Deer, Etna, and the Northern Regional district in Hampton. Investigators identified burglaries dating to December 2004 that matched the same pattern.</p>
<p>In April 2008, Common Pleas Judge David. R. Cashman authorized three search warrants for residences and one for a vehicle. The judge approved a tracking device that police used to trace Timothy Sunday&#8217;s movements.</p>
<p>Using information from confidential sources, investigators observed several of the burglaries as they took place. Mr. Zappala said the police knew that it was not Mr. Sunday&#8217;s style to inflict violence on others and they took this into account in deciding to build a case before arresting him.</p>
<p>The thieves&#8217; string of successes ran out when they tried to hit Preston Volunteer Fire Department in Stowe on Oct. 2, 2008. Stowe police, responding to a burglar alarm, arrested Mr. Sunday after they spotted him crawling out of the firehouse window with a police scanner, pry bars and a grinder.</p>
<p>Fire Chief Mike Stepek recalled that the burglars ripped an exhaust fan off the window to the kitchen to climb in, but once they were inside the burglar alarm alerted police.</p>
<p>They caused a couple thousand dollars worth of damage but took nothing.</p>
<p>&#8220;We were very fortunate,&#8221; Mr. Stepek said. &#8220;It could have been a lot worse, but police were Johnny-on-the-spot.&#8221;</p>
<p>Etna Police Chief William Grover said Mr. Sunday had previously been incarcerated for similar robberies. He grew up in Shaler and later &#8220;lived in a very meek house in West Etna&#8221; with his girlfriend, Ms. Hanus. He believed Mr. Sunday planned the burglaries to support a drug habit and remained unemployed between prison stints.</p>
<p>Chief Grover noted all the meticulous effort that went into organizing each crime. &#8220;For all the planning he did, he probably would have been better had he got a job. It was pretty extensive, I can say that.&#8221;</p>
<p>Mr. Sunday and his associates are charged with 28 burglaries between December 2004 and October 2008. Mr. Zappala said he could not estimate the monetary loss.</p>
<p>In addition to the 25 burglaries that Mr. Sunday was charged in, his brother Michael was charged with four burglaries, three theft counts, four counts of conspiracy, a firearms violation and receiving stolen property. Michael Sunday was being held in the county jail on $50,000 bond.</p>

How this squares with “probable cause” requirements is for localities and the courts to consider, but drivers in many areas of the country are already beginning to feel the effects.William Mecke, who serves &#8212; somewhat ironically &#8212; as the communications director for the Georgia Regional Transportation Authority, is just one driver who has been caught up in the insurance-stop dragnet. He has been stopped at insurance checkpoints on several occasions, and one costly encounter in Atlanta stands out in his memory.</p>
<p>“I remember that time because I did not have a current insurance card with me,” he explained. “I had four or five older ones but not the current one.”</p>
<p>Dum de-dum dum dum … the police officer ran Mecke&#8217;s information through an electronic database, and even though it showed he was currently insured, he received a $42 ticket for failing to produce an insurance card.</p>
<p>Increasing numbers of motorists are uninsured, beyond those who simply don’t have a current insurance card on them. In fact, one in seven motorists drive without car insurance &#8212; that’s nearly 15 percent of all drivers nationwide. By next year, the level of uninsured motorists could reach record highs, according to online insurer Best Insurance Match.</p>
<p>Offenders caught driving without car insurance face steep penalties, which may include vehicle seizure, license suspension, fees, misdemeanor charges and jail time. Additionally, insurance companies may consider uninsured drivers may “high risk,” charging them hundreds more per year or rejecting them outright the next time they apply for a policy.</p>
<p>If you are struggling to pay your insurance premium, it’s better to find ways to reduce the cost of the policy than to let it lapse or cancel it altogether.</p></div>
